Charging pile market size will exceed 30 billion yuan

The China Electric Vehicles Hundred Talents Association (China EV100) and the International Environmental Protection and Public Welfare Organization Natural Resources Conservation Association (NRDC) jointly released a research report on "How China's Charging Service Market Is Healthy" in Beijing. The report shows that there is still a large gap in China's charging infrastructure, and the overall market for charging services is huge. The report predicts that the market scale of charging equipment "devices + bare stations" during the "13th Five-Year Plan" period will exceed 30 billion yuan; by 2020, the market space for charging service fees will be about 10 billion yuan; The value-added service market for charging operations will exceed 2 billion yuan.


Thanks to the dual stimulus of policies and markets, China has become the world's largest country in terms of the number of charging infrastructures, which has strongly supported the promotion and application of electric vehicles. Although China's electric vehicle charging infrastructure industry has formed a certain first-mover advantage, the foundation for industrial development is not yet solid. The report believes that to promote the sustainable development of the charging service market, five major pain points need to be addressed: including the insufficient structural supply of charging infrastructure, the difficulty of making a single model of charging service fees, the difficulty of building a charging infrastructure, the uneven quality of charging equipment, and the charging Service experience needs improvement.

The report explores the business model of the charging service industry around the upstream and downstream of the industrial chain. It is considered that the current manufacturing technology threshold for charging facilities is limited, and the gross profit margin continues to decline; the level of charging equipment usage and service fees in the public charging operation field significantly affects profitability; the gap between the ratio of operating vehicles and fast charging piles is large, and structural opportunities appear; affected by the battery The impact of specifications, the power exchange mode is currently only applicable to specific areas. The private pile sharing mode takes a lot of time to communicate with foreign vehicles entering the community. The first application scenario is an office building and a neighboring cell, and the second application scenario is the same or adjacent cell.


The report also looks at the integrated mode of optical storage and charging. It is believed that although the continued development of electric vehicles provides a good opportunity for the power industry to smooth the randomness of supply and demand, the peak and valley differences in electricity prices are not enough, and the use of energy storage by users to arbitrage the peak and valley spreads has less space, which affects the profitability of such projects. Secondly, the excessive cost of energy storage is a difficult problem for the integrated development of "light storage and charging". Whether it is the new lithium battery energy storage or the step-by-step utilization of power batteries, the energy storage cost is relatively high. In addition, under China's existing power system, only with the qualification to sell electricity can transactions be conducted in the power trading center, and access to the network is difficult, resulting in the value of power batteries in the field of energy storage cannot be fully reflected.

In order to promote the healthy development of the charging service market, the report proposes a series of policy recommendations on charging infrastructure layout, charging service subsidies, charging infrastructure construction, charging equipment product quality, and charging service experience. With regard to the layout of charging infrastructure, the report recommends that when formulating planning guidelines for urban charging infrastructure, localities should put forward appropriate facilities construction plans based on the current distribution of new energy vehicles and charging infrastructure and local grid planning. In terms of subsidies for charging services, the report recommends establishing a new charging system for exclusive charging of new energy vehicles; increasing operating subsidies for charging piles; including site rental or purchase costs into construction subsidies; and providing financial and tax support to charging infrastructure operators. In terms of charging infrastructure construction, the report proposes to ease the problem of site selection for construction land through land supply; to include charging infrastructure as an important urban infrastructure in the overall planning of urban construction and development; to strengthen the implementation of power grid engineering policies; to define responsibilities, rights, and construction processes of all parties to charging facilities; actively study the introduction of a safety certification system for charging piles, and introduce relevant standards and specifications for fire protection design, fire inspection and acceptance as soon as possible.


Regarding the quality of charging equipment products, the report recommends that the charging equipment product certification and access management system be improved. Establish a charging infrastructure certification mechanism, conduct interoperability testing and certification of charging facilities, and clarify requirements for testing regulations, spot checks, and label management; meanwhile, attach importance to the safety management of charging infrastructure. Establish a safety responsibility identification system to help investigate and handle safety incidents. In terms of charging service experience, the report recommends studying and formulating differentiated management policies for the use of public resources such as exclusive access and parking spaces for new energy vehicles, implementing policies such as exclusive parking spaces for new energy vehicles, and preferential parking fees for new energy vehicles; improving the interconnection of charging infrastructure Level to strengthen the operator's information capabilities.
